THAT, the agenda be adopted as presented.

THAT , the Committee of the Whole meeting minutes of April 9th, 2024, be approved as circulated.

THAT , the Council of the Corporation of the Township of Lanark Highlands supports the resolution of the Town of Coburg regarding the request to the Province to amend the blue box regulation; AND THAT , a copy of the support letter be sent to the Premier of Ontario, AMO and member municipalities.

THAT , the communications dated April 23rd, 2024, be received as information.

THAT , Council accepts Report BLD-2024-02, 1 st Quarter Building Report for 2024, as information.

THAT , the Committee of the Whole meeting proceed beyond 8:30 p.m.

THAT , Council receive and approve the second draft of the 2024 budget in principle; AND THAT , staff bring forward a draft budget with further savings and considerations that include borrowing, using the water and sewer reserve and increasing the household waste fee; AND THAT , the Library Board bring forth another draft of their budget with further savings.

THAT , the Council Committee Appointment Updates (verbal) be received as information.

THAT, Council move into Closed Session at 9:23 p.m. to discuss a matter subject to: 239 (2) (d) labour relations or employee negotiations AND THAT, Amanda Noël, Clerk / Acting CAO and Christina Beaushaw, Treasurer, remain in the room.

THAT , the Committee of the Whole meeting adjourn at 9:32 p.m.

THAT, Council endorse the draft modification to Official Plan Amendment #3 as proposed by the Senior Planner for Lanark County, dated April 5, 2024.

THAT, Council authorize staff to award the road-side mowing contract to Lewis Farms in the amount of $15,967 per season (includes non recoverable HST), for both the 2024 and 2025 seasons, as identified in report RDS-2024-04.
