THAT, the agenda be adopted as presented.

THAT , Council approve the 2024 audited financial statements as presented; AND FURTHER THAT , the motion be forwarded to the Council meeting of November 25, 2025.

THAT, Council authorize the Reeve and Clerk to execute and forward a letter of support for the Lanark and Balderson Community Expansion Project under the Natural Gas Community Expansion Program to Enbridge Gas.

THAT , the communications dated November 25th, 2025 be received as information.

THAT , Council receives the Q3 2025 Departmental Updates report as information.

THAT , Council for the Township of Lanark Highlands approves the draft 2026 Lanark County OPP Detachment Board budget; and THAT , Council approves the establishment of a surplus reserve fund for the Lanark County OPP Detachment Board, where the 2025 surplus will be placed at the end of year; and THAT , Council approves the inclusion of the Lanark County OPP Detachment Board for 2026 and in future years in the County levy, with the Detachment Board budget managed as a separate fund in the County financial system.

THAT , the Council Committee Appointment Updates (verbal) be received as information.

THAT, the Committee of the Whole meeting minutes of October 28th, 2025, be approved as circulated.

THAT, the 2026 Council/Committee of the Whole meeting calendar be approved.

THAT, the draft By-law Enforcement Policy be received for information; AND THAT, staff be directed to post the draft policy for public consultation and report back to Council with any comments received and a final version for consideration.
